HE IMPLEMENTATION OF THE MOSQUE INFORMATION SYSTEM BY MINISTRY OF RELIGIOUS AFFAIRS SERVES AS A TOOL TO ENHANCE GOOD GOVERNANCE IN THE DELIVERY OF PUBLIC SERVICES WITHIN BOGOR REGENCY.

Abstract

Background - Good governance is a critical element in improving public services, including in the religious
sector. Mosques, as key religious institutions with a central role in the lives of Indonesian communities, require
transparent, accountable, and participatory management. In Bogor Regency, mosque management often faces
challenges such as a lack of transparency, limited community participation, and weak integration of information
systems. These issues can hinder optimal service delivery and erode public trust in religious institutions.
Purpose - This study aims to examine the implementation of the Mosque Information System (SIMAS) by Ministry
of Religious Affairs serves as a tool to enhance good governance in the delivery of public services within Bogor
Regency. The study will analyze the implementation process, identify the factors that hinder or support
implementation, and evaluate the efforts made by policymakers to improve the effectiveness of SIMAS
methodology - . This study adopted a qualitative research design with a specific focus on the implementation of
the Mosque Information System by Ministry of Religious Affairs within Bogor Regency. A qualitative approach was
deemed appropriate as it allowed for a deep exploration of the complex social and contextual factors influencing
the implementation process. Data were collected through in-depth interviews with key stakeholders, including
mosque administrators, religious leaders, and government officials. Additionally, participant observation was
conducted to gain a firsthand understanding of the implementation process. The collected data were then
analyzed using thematic analysis to identify patterns and themes
Findings - Theoretical frameworks such as public policy, implementation theory (Van Meter and Van Horn),
innovative governance, and the concept of good governance will guide this research. The findings reveal that the
system has significantly improved transparency and accountability in mosque management, positively influencing
community engagement and participation. However, the study also identifies critical challenges, including
limitations in human resources and technical skills, community resistance, and the need for better technological
infrastructure. To address these issues, the research proposes comprehensive training programs, enhanced
technical support, effective community engagement strategies, infrastructure improvements, and a continuous
monitoring and evaluation framework. By implementing these recommendations, the Mosque Information System
can serve as a model for promoting good governance and improving public services in religious institutions,
thereby fostering a more engaged and informed community. This research contributes to the broader discourse on
innovative governance practices and their impact on public service delivery in Indonesia."

community participation, this research underscores the potential of technology in promoting good governance
within religious institutions. Policy Implications: The findings offer actionable recommendations, such as training
programs, infrastructure improvements, and community engagement strategies, which can guide policymakers in
optimizing SIMAS implementation. Innovative Governance: The study enriches the discourse on innovative
governance by showcasing how digital tools can transform public service delivery in the religious sector, servingas
a model for other sectors or regions. Community Engagement: Highlighting the impact of SIMAS on increasing
community participation provides insights into how technology can bridge gaps between religious institutions and
the public, fostering trust and collaboration. Foundation for Future Research: This research lays the groundworkfor
further exploration, particularly in expanding SIMAS’s applicability, addressing its limitations, and studying itslongterm impact on public service delivery in diverse contexts.
