Abstract

Background - Waste management remains a pressing issue in many regions, with varying levels of community participation posing challenges to achieving sustainable outcomes.
Purpose - This study aims to analyze the role of the sub-district head's facilitative leadership in encouraging
community participation through waste management innovation governance in Cibinong District.
methodology - Using a qualitative research method, data were collected through interviews, observations, and document analysis to understand the dynamics of leadership and participation.
Findings - The results show that the sub-district head functions as a facilitator who creates communication and collaboration between the community, government, and the private sector. The sub-district head's inclusive leadership style has proven effective in increasing community participation, especially through education and
socialization programs that educate the community about the importance of waste management. Although there is active participation driven by innovative programs such as waste banks and composting, the level of participation
still varies between sub-districts. Factors that influence community participation include environmental awareness,
local government support, and infrastructure availability. Innovation in waste management, driven by the subdistrict head's leadership, provides economic benefits and helps reduce waste volume. However, challenges
remain in expanding the scope and application of waste management technology. This study recommends the need for a sustainable approach in waste management programs to increase more equitable community participation
Originality - Research Value This study provides valuable insights into the critical role of leadership in fostering community participation in waste management. By highlighting the inclusive leadership style of sub-district heads,
the research contributes to the growing body of knowledge on participatory governance and sustainable waste management practices. The findings emphasize the importance of education and socialization programs, offering
practical guidance for policymakers and practitioners aiming to enhance community involvement. Moreover, the study sheds light on the economic and environmental benefits of waste management innovations, underlining their
potential as drivers of sustainable development. This research serves as a foundation for future studies to explore scalable and contextually adaptive strategies for improving waste management outcomes.
