Abstract

Background - This research aims to determine efforts to increase security and order in the Papua Regional
Police Area according to Perkap Number 8 of 2013 concerning Techniques for Handling Social Conflict.
Purpose - This research is descriptive-analytical in nature, namely research that tries to describe the
technicalities and efforts of the National Police in handling social conflict to increase security and order in Papua region
methodology - The approach used in this research is to use Normative Juridical, which this method analyzes as well understand secondary data consisting of primary legal materials, secondary legal materials, and tertiary legal
materials in the form of regulations legislation, legal principles, and definitions law.
Findings - According to a report by the Democratic Alliance for Papua (ALDP), there were at least 53 cases of
violence and the armed conflict that occurred in Papua during 2022. Furthermore, ALDP too stated that the
number of such events actually decreased from 2021 which reached 63 cases of violence. However, the number of victims was much greater and varied in terms of age, profession, and ethnicity.
Originality - The importance of strengthening the presence of the National Police, Bhabinkamtibmas, Babinsa, and village officials in villages or sub-districts on an ongoing basis, with a partnership and equality approach with
the community and religious leaders and society, to work together to prevent and resolve conflict or security
breaches.
