Abstract

Background - Healthy food quality is a basic human need to support health and survival. Indonesia has
established several laws and regulations related to healthy food, including Law Number 18 of 2012 concerning
Food, Government Regulation of the Republic of Indonesia Number 17 of 2015 concerning Food Safety and
Nutrition, and Government Regulation Number 86 of 2019 concerning Food Safety. These laws and regulations
are bound by Law Number 8 of 1999 concerning Consumer Protection, in fulfilling the rights and needs of the
community as consumers who are required to obtain healthy food. Although there have been many regulations
governing the quality of healthy food, there are still many cases of violations of the quality of healthy food which
have a major impact on the survival of the community as consumers.
Purpose - This study aims to identify efforts that can increase the effectiveness of food quality law enforcement in
Indonesia and evaluate the implementation of food product standardization in protecting consumer rights.
methodology - The method in this study uses a normative legal method that uses primary, secondary and tertiary
legal materials in its study. The collection of materials uses a literature study with a qualitative approach.
Findings - The results of the study show that law enforcement on healthy food quality still faces various
challenges. One of the challenges is the lack of legal awareness in the community. Therefore, increasing
effectiveness can be done through strengthening regulations, stricter law enforcement, and educational
campaigns to the community and business actors.
Originality - This study focuses on the effectiveness of law enforcement on healthy food quality in Indonesia that
is relevant to Law Number 8 of 1999 concerning Consumer Protection. With the normative legal method, it can
contribute to the development of legal science by identifying gaps, inconsistencies, or conflicts of norms in laws
and regulations. In addition, this study can strengthen normative arguments for legal reform or policy formulation
based on the principles of justice and legal certainty.
