OPTIMIZATION THE CURRICULUM OF THE POLICE OFFICER TRAINING SCHOOL OF THE POLICE IN THE FIELD OF DIGITAL BUSINESS CRIME

Abstract

Background - The rapid evolution of digital technology has transformed the landscape of business and crime,
leading to an increase in complex digital business crimes such as cyber fraud, identity theft, and financial scams.
Indonesia faces challenges in addressing these issues due to limited resources and expertise among law
enforcement agencies. The Sekolah Pembentukan Perwira Polri (Setukpa) plays a critical role in equipping police
officers with the necessary skills and knowledge to combat these crimes effectively.
Purpose - This study aims to develop a comprehensive framework for optimizing the curriculum at the Sekolah
Pembentukan Perwira Polri (Setukpa) to prepare police officers for combating digital business crimes. The
objectives Identifying Curriculum, Integrating Digital Skills, Promoting Legal Certainty, Strengthening the Rule of
Law, Supporting Legal Development and Enhancing Global Competitiveness
methodology - The study adopts a empirical juridical approach, combining legal analysis with empirical data
gathered through interviews with stakeholders in The Sekolah Pembentukan Perwira Polri (Setukpa). Data
includes primary laws, secondary literature, and qualitative insights.
Findings - The key findings are as follows Current Curriculum Gaps, Need for Technological Integration,
Alignment with Legal Certainty, Emphasis on the Rule of Law, Support for Legal Development and Positive Impact
on National Security
Originality - Curriculum and the Challenges of the Digital Age An analysis of the curriculum implemented at the
National Police Headquarters shows that the training materials still do not fully answer the need for competencies
to handle digital-based business crimes. The material taught mostly focuses on conventional criminal law and
traditional investigative techniques, while aspects such as: a) Digital Forensics b) Blockchain Analysis c)
Cybercrime Investigation is still not fully integrated. The lack of adequate focus on these new technologies creates
a gap between the existing curriculum and the real challenges faced by National Police officers in the field,
especially in dealing with cases such as digital-based fraud, money laundering through cryptocurrencies, and data
security breaches.
