The Urgency of Government Policy on The Obligation of Halal Certification for Businesses and its Implementation

Background - As a country with the largest Muslim population, Indonesia is obliged to provide legal certainty and assurance of the halalness of products consumed by the public.
Purpose - The purpose of this study is to analyse the urgency of Government Policies on Halal Certification
Obligations and their implementation.
methodology - The approach method used in this study is normative juridical, where law is conceptualized as norms, rules, principles or dogma. The data collection technique used was through the literature study method and using qualitative analysis
Findings - The government had decided to postpone the obligation of halal certification for Micro, Small and
Medium Enterprises (UMKM) from October this year to 2026. The decision was made in the Internal Meeting to Accelerate the Obligation of Halal Certification and the Development of the Halal Product Guarantee RPP chaired by President Joko Widodo (Jokowi) at the Merdeka Palace. On October 17, Government Regulation (PP) Number 42 of 2024 concerning the Implementation of the Halal Product Guarantee Sector was issued. The issuance of the Government Regulation starts the implementation of this halal certification obligation for three groups of products produced by medium and large businesses. First, food and beverage products, second, raw materials, food additives and auxiliary materials for food and beverage products, and third, slaughter products and slaughter services. Initially, the government set a policy of mandatory limitation of halal certification until October 17, 2024, then the Government decided to postpone the obligation of halal certification for Micro, Small and Medium Enterprises (UMKM) until October 2026. Then the Government issued Government Regulation (PP) Number 42 of 2024 concerning the Implementation of the Halal Product Guarantee Field. The uncertainty of the policy clearly needs to be questioned.
Originality - Indonesia as the country with the largest Muslim population in the world has become an important hub for the halal logistics industry. With the lives of people who are very committed to the principles of Islamic law, the demand for halal-certified products is very strong and continues to grow along with the times. This research was also conducted to examine the Urgency of Government Policy Regarding the Obligation of Halal Certification, Inconsistencies and Legal Loopholes in Halal Certification Regulations, and Implementation of the Halal Certification Obligation Policy. So that this research is new, current, and different from previous studies that carry the theme of halal certification.
